Title:  Moral Hazard Problems Under Public Health Insurance Evidence from Vietnam Authors:  Nguyễn, Văn Phương Keywords:  VNU Journal of Science;Economics and Business Issue Date:  2013 Publisher:  ĐHKT Abstract:  This paper investigates moral hazard problems. By using the matching estimator technique to estimate the effect of health care insurance on the demand for health care treatment, we find that the new health care policy enacted in 2005 is more likely to generate the effect of moral hazard on outpatient visits at state health care providers, but not on inpatient visits. In other words, we find strong evidence for the existence of moral hazard effect on outpatient visits at the state hospital system. The paper then compares Vietnams commitment level in distribution services with that of other service sectors and with that of other ASEAN nations in the distribution sector. The paper ends by making some conclusions about the level of Vietnams integration in distribution services and draws out some implications to further strengthen Vietnams contribution in realizing the AEC objective for the free flow of the services trade by 2015.
